Temporary Registration

The College of Registered Nurses of Manitoba has an expedited process to temporarily register currently licensed RNs from other Canadian or US jurisdiction and retired or former nurses from Manitoba or other Canadian jurisdictions. Information on the process (along with the application forms) is available from the College’s website.

There is no cost to the nurse for temporary registration. The certificate of practice is valid for the lesser of 120 days or the duration of the assignment the RN is posted to. Any practice restrictions will be printed on the back of the certificate of practice. In addition, the card will have the word “conditions” stamped on the front. Temporary certificates of practice carry a unique blue coloured “Temporary” banner at the top of the card. This temporary practicing status is renewable if needed.

Expedited Handling of Employment Verification Requests
As part of the application process we may need to verify employment dates for retired or former nurses applying for these temporary registrations. Please alert your HR staff that these requests will always be identified as being for Temporary Registration processing. Your cooperation in furnishing this information on a priority basis will assist us in speedy processing of temporary registration applications.

Online Verification Best Method
The nature of the need for temporary registration will likely mean the individuals will be needed to report for duty as soon as the application can be approved. We remind employers that under the Registered Nurses Act they are still required to verify the registration status of these individuals prior to having them report for duty. Rather than waiting for a mailed paper copy of the temporary certificate of practice we encourage all employers to utilize the College’s online Employer Verification service for up-to-the-minute verification. This verification will include a notation of any practice restriction that may apply.

Deploying RNs and NPs with Temporary Registration
It is the responsibility of every individual registered nurse to practice competently and ethically, and be accountable for their own nursing practice. The policies of employers do not relieve individual registered nurses of accountability for their own actions or the primary obligation to meet the Standards of Practice for Registered Nurses and Code of Ethics for Registered Nurses. Conversely, an employer’s policies should not require a registered nurse to practice in a manner that violates the Standards of Practice for Registered Nurses and Code of Ethics for Registered Nurses.

With this in mind, employers should take care how and where they deploy RNs with temporary registration. Ensure they are practicing in an area they are competent and provide adequate orientation to assist them in integrating into the area you deploy them to. This may involve shifting a number of your regular nursing staff and deploying the temporarily registered individual to a position that matches his or her competencies and experience most appropriately.

After Hours Practice Support
The College has expanded the nursing practice consultation service it offers to include after hours support related to the H1N1 emergency. These calls should be restricted to H1N1 practice related issues. The number to call on evenings or weekends is (204) 981-8447. This service will remain in effect for the duration of the emergency.

H1N1 Information Resources
The College has a number of H1N1 related information resources available on its website homepage. These include information about temporary registration, links to the Manitoba Health, WRHA and Health Canada Influenza websites and documents specifically related to the H1N1 pandemic issue. Please share this information with your staff. We will continue to update our H1N1 page with relevant information as it becomes available.

Encouraging H1N1 Vaccination
Health care workers have a professional and ethical responsibility to prevent spreading H1N1 to their family, co-workers and patients. As a result, the College encourages all health care workers, specifically registered nurses and nurse practitioners, to get vaccinated for H1N1 in a timely manner. We acknowledge that this is an individual decision but nonetheless encourage vaccination for all Manitobans who meet the criteria.
