Understanding Scope of Practice Document

Over the past three months the College of Licensed Practical Nurses of Manitoba (CLPNM), the College of Registered Psychiatric Nurses of Manitoba (CRPNM) and the College of Registered Nurses of Manitoba (CRNM) have been working collaboratively on a document to interpret the scopes of practice of each of the three nursing professions. The purpose of this joint document is to promote understanding of the concept of scope of practice, how scopes of practice differ among the three nursing professions and the factors to consider when making decisions about the utilization of all types of nurses. All three colleges agree on the narrative sections of the document. The tables that flow from and follow the narrative provide information on the scope of practice for registered nurses and registered psychiatric nurses. This is a work in progress; collaboration is continuing and it is expected that a 2nd edition will be released in the future.

Personal Health Information Amendment Act

The Personal Health Amendment Act received Royal Assent on October 9, 2008 and will be proclaimed into force this spring. The Act will amend The Personal Health Information Act (PHIA) to, among other things, require that, in accordance with the regulation made under PHIA, trustees take reasonable steps to inform individuals of their right to examine and receive a copy of their personal health information that the trustee maintains and how they can exercise that right. Manitoba Health, in conjunction with the Manitoba Ombudsman, has developed a brochure that meets this requirement and, upon request, will provide copies of it to registered nurses practicing outside of a Regional Health Authority, health care facility or health services agency to make available to their patients/clients. The amendments will also change the required response time relating to requests for access to information about health care a trustee is currently providing to a patient/client.

Registration Renewal Season Just Around the Corner

Registration renewal activities are beginning to gear up at the College for the 2011 registration year. Online registration renewal will open on October 1st.

Late Fee After November 15
Encourage your RNs to renew early. A late fee automatically applies to any registration renewal application received after November 15, 2010. The $150.00 late penalty (plus GST) is in addition to the registration renewal fee payable by the member. A certificate of practice will not be issued until all fees are paid.

Reminder
Employers are required under the Registered Nurses Act to verify the registration status of the RNs they employ at least annually. Failure to do so may result in penalties provided under the Act. This requirement is another safeguard which protects the public. Employers should also make sure to check the registration status of registered nurses returning to work following a leave of absence. Employers can verify an RN’s registration status online using the College’s web-based verification service. National Professional Regulatory Standards Consultation

CRNM is seeking input from registered nurses across the province about draft National Professional Regulatory Standards. The intent of the national standards, if approved by the CRNM Board, would be to replace the existing Standards of Practice for Registered Nurses. The College has developed a survey to collect feedback from Manitoba RNs which should take about 20 minutes to complete. If you are an RN, please take a few moments to provide your feedback. Your comments are greatly appreciated.


September Board Meeting Shifts to Out-of-Town Beginning this Fall

The September 2010 meeting will be held in Dauphin on September 9 & 10 as the Board begins a new process that will see every September Board meeting occur outside of Winnipeg. The September 2011 meeting will be in Brandon and the September 2012 meeting in Steinbach. All of these meetings will be held in a MBTelehealth equipped site. Another new feature of these meetings is that time will be set aside to receive member delegations on topics of interest.

Delegations are a way for groups or individuals to inform, educate or influence the Board on a subject or topic of interest related to the College’s Mission, Vision and Mandate. The two day meeting will include a social function on Thursday evening and the Friday morning’s agenda will include ample time for delegations to attend and present to the Board. Anyone wishing to appear as a delegation should contact Terry Wilson, Executive Assistant at twilson@crnm.mb.ca at least 30 days in advance of the meeting date to register as a delegation.


CRNM Social Networking Site – Champions Wanted

A presentation on the College’s e-Strategy was made at the College’s AGM in Morden. At that time a social networking platform was previewed that will let nurses create and participate in an online Community of Practice where they will be able to share articles and other printed and online resources, take part in online discussions and connect with colleagues and peers sharing a common area of interest. We are seeking registered nurses who would like to form a Community of Practice and serve as champions for that group as we begin to populate this platform. The College will assist in creating the beginning structure for the online community and provide training and one-on-one support for a start-up period.
