About the Review

Each year, a random selection of Registered Nurses (RNs) and Registered Nurse Practitioners (RN(NP)s) are notified in July that they have been selected to participate in the Continuing Competency Program (CCP) Review. This important process helps ensure compliance with legislative requirements and reinforces the nursing profession’s commitment to lifelong learning and high standards of care. 

This webpage provides clear, accessible information about what the CCP Review involves and what participants can expect. It also outlines the outcomes of the review process, highlighting our shared dedication to professional growth and public trust.

UPDATES:

Multi-Source Feedback Questionnaires and the Canada Post Strike

The College will continue to monitor the postal strike and extend the deadline for receiving completed questionnaires accordingly. We will post updates here and send email updates from ccp@crnm.mb.ca as the situation evolves. 

You are encouraged to continue distributing the questionnaires to your clients and, where possible, promote the use of the online submission option to ensure timely receipt. 

A Supportive and Educational Process 

Like the Continuing Competency Program (CCP) itself, the CCP Review is designed to be a supportive and educational experience. It is not an assessment of a nurse’s fitness to practice, nor does it evaluate performance in the workplace. All information shared during the review remains confidential between the nurse and the CCP Team. 

If a nurse does not meet the CCP Review requirements, it’s important to know that there is no impact on licensure. Instead, the process is designed to identify opportunities for learning and growth. 

When such opportunities arise, the CCP Team works collaboratively with the nurse to support self-reflection and professional development. The College remains committed to nurturing continuous learning at every stage of a nurse’s career, reinforcing a culture of excellence and lifelong improvement. 

However, in rare cases where the review process reveals serious concerns or egregious care, the CCP Team has a professional Duty to Report to the College. This aligns with the ethical and legal responsibilities shared by all nurses to protect the public and uphold the standards of the profession. 

What’s Required  

All nurses are required to complete the following components of the Continuing Competency Program (CCP) annually: 

  • A Learning Plan 
  • A Self-Assessment 
  • The Jurisprudence Module 

Nurses selected for the CCP Reviewhave two additional responsibilities: 

  • Submit their Learning Plan to the College for review 
  • Participate in Multi-Source Feedback (MSF)

Multisource Feedback (MSF)

Why Multisource Feedback Matters in Nursing 

Multisource feedback is increasingly recognized as a powerful tool in nursing—enhancing professional development, ensuring quality care, and supporting reflective practice. 

Here’s why it’s important: 

  • Comprehensive Evaluation: It offers a 360-degree view of a nurse’s performance, revealing strengths and areas for growth that self-assessment alone might miss. 
  • Professional Growth: Nurses gain insight into how their communication and professional behavior are perceived by others—fueling continuous improvement. 
  • Enhanced Patient Care: Feedback highlights key qualities like empathy, teamwork, and communication—core components of exceptional care. 
  • Reflective Practice: It encourages critical thinking, helping nurses consider different perspectives and make informed changes to elevate their practice. 

Note: These questionnaires focus on professional behavior and communication, not clinical knowledge. 

Understanding the Process 

At the beginning of July, the selected nurses will receive an email notification requesting important information for the upcoming review. In this email, they are asked to: 

  • Confirm their nursing stream 
  • Provide a current delivery address 
  • Submit a deferral if they will not be working between September and end of November 

Completing the form promptly ensures accurate planning and timely delivery of materials. 

Here is information to help you through the MSF process

Identifying a nursing stream

There are two feedback streams: Clinical and Non-Clinical. 

  • If 75% or more of one’s role involves direct patient care, this is identified as a Clinical Nurse. Questionnaires are distributed to both clients and colleagues. 
  • If 25% or less of one’s role involves direct patient care, this is a Non-Clinical Nurse and only colleague questionnaires are distributed. 
  • If nurses are unsure of their stream, they are able to contact the CCP Team and review 

If a role changes between completion of the details form and the delivery of the questionnaires (beginning of September), it is important to notify the CCP team—as the colleague questionnaires differ between streams. 

Delivery address

The nursing questionnaires are managed by an external vendor and will be delivered in early  September  via  courier or Xpresspost, depending on your location. 

To ensure successful delivery: 

  • A physical street address is required — P.O. Boxes are not accepted 
  • If your building requires a buzz code or special access instructions, please include them 
  • If you typically use a P.O. Box, you must also provide a valid street address for delivery 

Identifying who can provide feedback

  • Colleagues: Anyone you work with who can speak to your professional behavior and communication: nurses, unit clerks, health care aides, physiotherapists, managers, physicians, etc. 
  • Clients: Individuals you provide care to, including their families and caregivers. 

All responses go directly to an external vendor. To generate a complete report: 

  • Clinical Nurses need: 8 client + 6 colleague responses. 
  • Non-Clinical Nurses need: 6 colleague responses. 

We encourage distribution of all questionnaires to help meet the minimum response requirements. 

The questions

All questionnaires related to the CCP Review process are included in your CCP Workbook. Each one is clearly labeled in the top left-hand corner to indicate its type: 

  • Non-Clinical Colleague 
  • Clinical Colleague 
  • Client 
  • Self-Assessment 

Nurses are encouraged to review the questions in advance. Familiarizing themselves with the content can help reduce any uncertainty and make the process more comfortable. 

Here are a few sample  Client Questionnaire items that reflect the focus on professionalism and communication: 

  • Made me feel my opinions matter 
  • Did what they said they would do 
  • Took time to listen to questions 
  • Involved me in the planning of my care 
  • Explained my care and health issues in a manner I could understand 

These questions are designed to highlight the quality of interactions and the level of care provided. 

Talking to clients about the questionnaire

Engaging clients in the feedback process can feel a bit more delicate than asking colleagues. Here’s a helpful guide to support your conversations and ensure clients feel informed, respected, and comfortable.  

What’s in the client envelope?

Each client receives a thoughtfully prepared envelope that includes: 

  • A clear explanation of why they’re being asked to complete the questionnaire 
  • Step-by-step instructions for completing it—for both paper and online formats 
  • A prepaid return envelope for those opting for the paper version 

How to introduce the questionnaire

Having a short, prepared script can make the conversation smoother. Here are some key points you might include: 

  • Info about being invited to complete a short questionnaire as part of your professional review process. 
  • The process is completely anonymous and managed by an external vendor—not by me or the College. 
  • The vendor compiles the responses and provides a summary report to both me and the College. 
  • The feedback will help you identify areas where you can improve and grow professionally. 
  • It takes less than 10 minutes to complete, and you can choose to complete the online version or the fill out the paper version. 
  • All instructions are included in the envelope. 
  • The questionnaire needs to be completed by November 30 as the vendor begins analyzing the data on December 1. 
  • Identifying that whether they choose to participate will not affect the care they will receive in any way.

The CCP Review Outcomes

A lot takes place between December 1st and the time you receive your outcome email in February. 

Each CCP Review Learning Plan is carefully assessed using a standardized scoring rubric. If a plan is identified as either exemplary or not met, it undergoes a second review by another team member to ensure consistency and alignment with the rubric. 

In December, our external vendor compiles all the data from the MSF (Multi-Source Feedback) questionnaires. Then, in January, the CCP Review Team evaluates this information using the MSF scoring rubric. During this time, outcome emails are thoughtfully crafted for each nurse, ensuring clarity and accuracy. 

You will receive an email from the CCP Team outlining the outcome of your Learning Plan and MSF (Multi-Source Feedback). This message will also include any required next steps or follow-up actions to support your continued development.

Exemplary

Your Learning Plan not only met all requirements—it stood out for its clarity, flow, presentation, or innovative approach.

Met

Your Learning Plan demonstrated thoughtful planning and clear integration of learning into your practice. 


You received a “Yes” for all three questions in the scoring rubric—great work! 

Met with Recommendation

You achieved the program’s goal of engaging in learning to enhance your practice. However, there’s still room for improvement. 


Be sure to review any feedback provided to strengthen your future learning plans. 

Not Met

Your Learning Plan did not show sufficient evidence of completing a self-directed learning activity by December 1. 


To meet the program requirements, you will be required to meet with the Quality Practice Advisor to understand why your plan did not meet criteria and to start work on your current year’s leaning plan. This learning plan will be submitted online during registration renewal for review. 

Learning Plan Outcomes

MSF Outcomes  

Along with the outcome email from the College, you will also receive your MSF Report from the vendor. This is a summary of how you performed in the multisource feedback process. Additionally, our external vendor includes: 

  • Instructions on how to interpret your results 
  • A comparison of your outcomes against the average scores of your colleagues for each question and competency 

For most nurses, no further action is required at this stage. However, the feedback you receive is a powerful tool—an opportunity to reflect on your strengths and uncover areas for growth. Without this insight, we wouldn’t fully understand how others perceive our contributions. 

We encourage you to make feedback a regular part of your professional practice. Consider asking a colleague: 

  • Did I provide the support you needed? 
  • Are there areas where I could improve? 
  • What went well, and what could I have done differently? 

Let them know you’re committed to growth and to making a meaningful impact on your team. Every conversation is a chance to learn, evolve, and lead with purpose. 

Multi-source Feedback outcomes:

Complete-Exemplary

This outcome places the RN’s Multi-Source Feedback (MSF) results in the top 20% of all participants in the Continuing Competence Program (CCP) Review. This exceptional performance is a testament to the RN’s commitment to excellence and should be recognized and celebrated. 

Complete

This result indicates that the required number of colleague and client (if applicable) responses were received. The RN’s MSF revealed no learning opportunities within the entry-level competencies. No further action is required. 

Complete – opportunities for learning demonstrated

This result indicates that the minimum number of colleague and client (if applicable) responses were received. The RN’s Multi-Source Feedback (MSF) revealed learning opportunities within one or more competencies. 

To support continued professional growth, one of the following outcomes may be assigned: 

  • Full Competency-Based Interview (CBI) 
  • Partial CBI 
  • Directed self-reflection and a conversation with a Quality Practice Advisor 
  • Directed self-reflection with an assigned email response outlining the learning opportunity(ies) and a plan to enhance the identified competency(ies) 

Partial Complete

For RNs participating in the clinical stream of Multi-Source Feedback (MSF), this result indicates that the minimum number of responses from either clients or colleagues was not received. However, the group that did provide sufficient feedback reported no learning opportunities within the entry-level competencies. 

Due to the limited feedback, the RN is required to complete a reflective exercise focused on the value of client and colleague feedback. This reflection should include: 

  • How the RN engaged in the MSF process 
  • How they have used or plan to use feedback to improve their practice 
  • How they actively seek and integrate feedback from clients, families, and colleagues 

Partial Complete – opportunities for learning demonstrated

For RNs in the clinical stream of Multi-Source Feedback (MSF), this result means that the minimum number of responses from either clients or colleagues was not received. However, the group that did provide sufficient feedback identified learning opportunities within one or more entry-level competencies. 

To support professional development, one of the following outcomes may be assigned: 

  • Full Competency-Based Interview (CBI) 
  • Partial CBI 
  • Directed self-reflection and a conversation with a Quality Practice Advisor 
  • Directed self-reflection with an assigned email response that outlines the learning opportunity(ies) and a plan to enhance the identified competency(ies) 

Incomplete

This result indicates that the minimum number of responses from both colleagues and clients (if applicable) was not received. However, the feedback that was submitted will be reviewed using the scoring rubric. The content and quantity of responses will help determine the appropriate next steps. 

Based on the review, one of the following outcomes may be assigned: 

  • Complete a Competency-Based Interview (CBI) 
  • Complete a Reflective Exercise on the value of client and/or colleague feedback. This exercise should describe: 
  • How the registrant engaged in the MSF process 
  • How they have used or plan to use feedback to enhance their practice 
  • How they actively seek and incorporate feedback from clients, families, and colleagues 

Multi-source Feedback outcomes:
